TV hijacking
source is from Taipei (09/25/2002)
Television signals transmitted by the Sino Satellite (SINOSAT) system
which covers the whole of China, have been intermittently hijacked
by Falun Gong cult devotees since September 8. And the source of the
illegal TV signals has been pinpointed to Taipei in Taiwan Province.
The Taiwan Affairs Office under the State Council has urged Taiwan
authorities to take effective measures to detect and put a stop to
the unlawful activities.
The hijacking of the channel has seriously disrupted transmission
of signals from the China Education TV Station (CETV), China Central
Television Station (CCTV), and some other provincial television stations.
It left viewers in some remote rural and mountainous areas unable
to watch the usual programmes while remote education programmes from
CETV were badly hit.
"The hijacking and jamming of telecommunication satellites is
a serious crime,'' said Chen Ruming, a permanent director of the China
Institute of Telecommunications.
He said international telecommunications organizations have adopted
international conventions and public principles to ensure that telecommunications
satellites would not be interfered with.
"This hijacking episode trampled on international codes, disrupted
public order and will be condemned by the international community,''
said Chen.
At 10:39 am on September 9, Wu Feng, a technician on duty in the remote
education centre of CETV, noted that signals of all programmes on
the station's wide-band transmission network became abnormal, with
some TV screens in the centre being blacked out.
Technicians then discovered that unlawful transmissions promoting
the Falun Gong cult, flashed for several moments across its five channels.Also
badly affected were its 25 IP data radio programmes.
Zhang Tianlin, CETV vice president, said the remote education programmes
of CETV had been interrupted several times since September 9.
"This seriously damaged the rights and interests of the audience
and affected the normal education of schools,''explained Zhang.
Then on September 21, during celebrations across the Straits for the
Mid-Autumn Festival, further the unlawful TV signals were transmitted
from Taipei by Falun Gong followers, disrupting programmes transmitted
by SINOSAT.
Du Baichuan, a deputy chief engineer of the State Administration of
Radio, Film and Television, said that the Falun Gong cult had launched
a hijacking marathon, from 19:00 on the festival until the next morning,
which meant "audiences in remote, rural and mountainous areas
could not watch the Moon Festival Party on TV.''
